Countries a deployed soldier in Afghanistan can travel to on leave with no pport?

My husband is currently deployed in Afghanistan. His leave is coming up in about 6 weeks. Although he has applied for his pport, he will not have it in time for his leave. I know he can travel to Germany with no pport with just his NATO papers, leave papers, and his military ID, but he doesn't want to go there. Are there any other countries that accept this form of ID that he might be able to go to, like England or something? Help!
