Rental laws and service dogs in NY?

Rental laws in MY basically deal with service pets for those with disability- which landlords cannot discriminate against tenants who have them. I haven't located anything in regards to "working or Service dogs in other professions" Since one is a law enforcement dog- can't you contact you Judge Advocate Office for the Police department?
